Hello,
I have attached a picture of the State of Ohio Seal. Is there anyone that could make a program of this to work with the Vectric software program. I have a C. R. Onsrud model 145G18 3 axis machine.

Try a Google search "state of ohio seal vector" or "state of ohio seal vector black white". I found a bunch of files.

Probably posted in the wrong part of the forum & not really enough detail. If it is vectors you are looking for then try an online search as has been mentioned, a lot of this sort of thing already exists, if you can't find anything then post in the vcarve part of the forum.
If it's a 3D model you are looking for if nothing already exists then post in the Aspire part of the forum.

Need some clarification. Do you need that exact design, or something similar?
I ask because the image shown is not the official Ohio State Seal -- it is similar.

Use of the official state seal requires permission.
There are vector files available, but they will require a bit of cleanup of duplicate vectors and overlaps.

There is also a 3D design available at 3Dwave.us.

This is an STL file. Can that be run on the design & make software, or do I need Aspire for that? Also, with that design, could words be added around the outside, if using Aspire?

STL files can be used on VCarve or Aspire.This is an STL file.
If the words you want to add are outside of the design you could do them as a standard V-carve toolpath using either VCarve or Aspire.with that design, could words be added around the outside, if using Aspire?
If you want to change the words INSIDE the STL, then you would need Aspire.
Let's take the example from the 3Dwave site. Even with VCarve you can draw a vector to limit how much of the design you want to carve. You can draw a circle around the center of the design that excludes the words. Then you could add different words around the design and use a VCarve toolpath to vcarve them.

Interesting, to replicate the object in the lead image one could get by with 2D art.
The dark pebbled background areas could be effected using a texture toolpath. If ne is willing to sacrifice the pebbling in the lettering then they could be done with a VCarve/Engraving toolpath. The text could then easily be anything you want.

Thinking about purchasing Aspire. The STL files will work with Aspire on a 3 axis machine, is that right? We have always used the design and make machinist software in the v3m format before, so this is all new to us.
