That IS a nice improvement. Ya need to sneak back over there and paint that rusty pipe rail gloss black when they aren't looking and your work will shine even better.

That railing no doubt was a solution to people "crossing" over the grass when turning the corner in front of the sign. Folks probably used to touch it or mess with the sign message when they did as well. You may re-introduce all sorts of unacceptable human behavior if you (they) remove the railing!
