It carves along at a good speed but after finishing a "line", the bit moves so slowly up and then down to carve a new line.
Then its fast again. What settings are good for optimal speed when doing a PhotoVCarve picture?

That is either controlled by the Plunge rate under Feeds and Speeds for the tool, or by the Rapid move speed set in your machine's control software.

Randall has pointed out the two things that will affect Z axis plunge and retract speed.
For jobs like you describe, and many others, I will set plunge speed the same as cut speed.
Rapid speed is dependent on settings in your controller software/hardware. Check that is set at an appropriate max velocity.

Another thing you can do to speed things up a little is to set the "rapid clearance gap" in the cutting parameters to just barely above the surface. I generally set it to 0.010. That way Z doesn't waste much time at the end of each line.
