Problem with tabs and circles

I have a Anderson Selexx CNC router and have always had problems ramping into holes. It travels extremely slowly. Spiral ramping doesn't work for me either.
I have now noticed an issue with tabs when they're placed on circles. The router will travel at the expected speed which is approx 5000mm/min but as soon as it hits the tab location it slows right down to about 1000mm/min.
I don't have this problem on my other CNC Router and it uses the same software.
Just checking to see if anyone else has experienced the same thing and what I can do to the post processor to correct the issue.

Any time the bit is traveling in X or Y and Z, it will move at the slowest rate specified for the tool. If the plunge rate is slow, when it is also moving in Z it will move in X and Y at the slow rate. Increase the tool plunge rate setting.
