VCarvePro 11.010
Is there a way to have one sheet a single-sided job and another sheet a two-sided job? It seems that this decision must be made in "job setup", which relates to all the sheets. Correct?

Correct. However, just because you choose 2-sided doesn't mean you have to put something on both sides of the sheet.
