The ones I used on the cars came from:

I drilled out the holes to 23/64" and used 11/32" axle pegs to eliminate wobble.

Angie, I suggest using at least a 5/16" axle peg for a 2" wheel. I use 11/32" axle pegs in a 23/64" hole.
A 0.251 hole is a bit tight for a 1/4" axle and if the cars are for kids, a 1/4" axle will break too easy.
The problem with most commercial wheels and axles is wobble i.e. using a 1/4" axle in a 5/16" hole or a 5/16" axle in a 3/8"hole.
A 1/64" clearance (0.0164") is enough if you are using a Tung oil or olive oil finish.

In case anyone missed the old posts, after cutting out the parts I round the edges with a router round-over bit. The model radius corners are designed to fit the router bearing.
It is a good idea to drill a 1/16" hole at the bottom-center of the body into the axle hole to relieve air pressure, and for excess glue squeeze out when inserting the axle pegs.
Make a spacer from a plastic lid to prevent inserting the axle peg in too far. Punch a hole and cut a slit into the hole so you can just pull it out once the wheel is in place. Dale

I would be interewsted in any you would be willing to convert to vcarve fromat.
