Anomaly--2D size correct, but 3D (auto-made) Quarter size.

Anomaly--2D size correct, but 3D (auto-made) Quarter size.
Never had this before. Have had oversized outside Workpiece but could resize it, but never had an auto-made Modeling component come in differently 4 times, or any, for that matter.
Changed 3d original photo resolution from 144 to 72. It made both of them fill the 7x10.6 space just 1/4-ish. Did several new imports, all with same erratic results.
What is stopping the 3D from replicating the 2D as supposed to?

Are you sure you deleted the original component in the modeling tab?

Looks to me as though the 3D is the correct size (filling the defined material) but the photo is way bigger than the material.
It's behaving as I would expect if that is the case. Select the photo and drag it over to see the size of the material hiding behind it.

+1 on what Adrian has just said, my guess is that your image {photo) is larger than the material size you have created, try reducing the size of the image so it fits within the material block
