I'm trying to import this stl, but it keeps coming at this wierd angle. No matter what I try, can't seem to get it rotated / oriented correctly so that it lays flat so what do I need to do to get it to lay flat?

You should be able to left click hold and drag the rotation of the model.

Depending on what version you have, you should have the rotation slider you can use.

Well, what have you tried? Have you tried the 3-axis circles as others have pointed to? Clicked on one of the +90 / -90 degrees on the panel on the left? Have the most recent version of Aspire. Have tried to use the sliders as others have pointed out, but just can't seem to get it to lay flat. Was a step file that was loaded into other software then exported as a .stl.
