I am tring to add a new tool that is ment so level my spoil board the tool shape is the one on the left but the one on the right will import but will it cause the correct cut

Just set it up as an end mill

Set it up as a normal endmill as Randall has already suggested, when you are using it you would be best to ramp into material rather than try plunging as it doesn't look to cut the full bottom of the tool from your enclosed pictures.
