I have a 1.5" thick piece of walnut. I am wanting to draw half an octagon on one surface of the material and a half circle on the other surface. I am trying to select both vectors to create a 3d model that will be octagon on top and circle on the bottom as a weird shelf. I am unable to select both vectors at the same time. Is what I am wanting to do possible?

On a 2 sided job the sides are independent of each other, you select and model the top side then switch to the bottom.

My goal for this project is to clamp up this chunk of wood, and as it begins cutting it begins by cutting a half circle. As it progresses thru the 1.5" thickness of the wood, the shape slowly changes so that by the time it gets to the bottom that it is no longer cutting a half circle, but cutting a half octagon. I'm just not familiar enough with this software to properly formulate my question.

Why you can't select both vectors is easy: they're not on the same side of the job.
I don't think you need to create a 2-sided job. I wasn't aware that what you want was possible in Aspire but I think the command you should look into is "Blend To Inner Vectors".
I believe this is the sort of thing that is being attempted.

I suspect there are several ways to do this in Aspire. Here is one. I used a 2-rail sweep for the edge, and "Create Shape from Vector outlines" to create the center flat piece. Note this is a single side job.

That is exactly what I am trying to accomplish. I guess I was looking at it from anfusion 360 viewpoint where you see all 3 dimensions as you create them. Thank you, I will play with that.

With blend to inner vectors you get the the one on the right.
If you use the one on the left, blend to inner vectors and delete everything inside the box you get what you want
