Looks cartoonishly simple but am having no luck with this one, for a MC and apparently the only image available.
I have set their expectations low in lieu of a better file, I'm thinking an outline of the mailed fist along with the dark parts would be pocketed, and the lines profiled - The surrounding flames, probably not going to be able to incorporate in the design, unless I pocket it all [am trying to get vectors for an edge lit sign with this] the lettering I could do easy enough

If you are going to have an edge lit sign, I would first manually draw the chain, hand, and flames separately, ignoring the black. Then fill each colored area with a different pattern. (Offset or Hatch using the Quick Engrave toolpath with different angles and stepovers.. The "Create Vector Texture" tool might be also be useful) It will probably take a few tries before you are satisfied.
Another option is to use the trace function to draw the vectors.. I used 6 colors with the first 4 checked. Then I made another trace to another layer with only the last color checked to get the flames. Of course then you use the Curve Tit tool to clean up the nodes.

My second paragraph should say I used a 6 color trace with the first 4 checked to one layer. . One has to play with the colors selected (and the tool preview) until you get the selection you want You can also do multiple traces to different layer with limited color selections.to get simplified traces.Then lots of editing.to clean out the unwanted parts and to fix the problems found by the vector validator.

thanks for the tips Mike I'll see what I can do [probably not much, file design has never been a strong point]
If anyone wants to take a crack on it I'll paypal $25 to the 1st usable design [which I would be compensated for by the customer] Not looking for any color/texture variation, the flame part I envision as separated from the rest with a little buffer of space that wil lbe barely visible if at all

Here are the vectors as dxf files. I set these up to be v-carved with a 60 degree bit and a small clearance tool. Just select all the vectors and apply a v-carve toolpath to them.
There are 2 versions here. I think "Penetrators 2" looks better v-carved, but see what you think.
