Just curious
I was just curious as to why the roughing tool path produces the numerous pockets around the outside edge of my model when the finish tool path carves it clean.

My guess is that the width of that slot is almost exactly equal to the width of the roughing tool you're using. Especially when carving this can result in the kind of plunging you're seeing here because of the way the "pixels" in the model interact the tool geometry.

Steve is correct... to avoid this try increasing your Boundary Offset so its larger than your tool radius plus the allowance. Example if your using a 0.25" diameter tool and 0.03 allowance try a value bigger than 0.125+0.03, I would probably go with 0.18 for some added room.
