How do I avoid carving text area on 3D model?

I can't seem to find the solution to this but I might be using the wrong terminology in my search. I'm trying to carve a plaque that's a 3D model like below, however I want to have raised letters for some text. How do I carve the 3D model but avoid cutting the raised text? I can cut the raised text first, but when I carve the model, it just cuts over the text. Is there a way to make the 3D portion of the carve avoid the raised text? Hopefully that makes sense what I'm asking.
