How does vcarve determine whether lettering will be raised or inset as in the attachment?
Why was nascar raised and cup series not?

It's based on the number of closed vectors that the innermost vector is enclosed in. Things between the outermost vector and the next vector inside it (call it vector 2) are cut inward. If Vector 3 is placed inside Vector 2, then that one is raised out. Next one is cut in. Continue the pattern as required. In your example the Nascar letters are inside one more vector than the Cup Series letters.

Different boundaries which enclosed the texts.

To expand on the previous replies, here is an example illustrating text inside zero to five closed vectors.

Using the prism toolpath and pocketing you can have raised letters that come to a point.

People often ask here how to cut "raised" letters. They also ask why their letters are "raised" when they shouldn't be. A little thought should show that you can't really cut a raised letter. You can only remove material such that the uncut letters sit proud with respect to the newly lowered surface.
I'm convinced that if people instead think that they are cutting around or cutting within letter shapes (or birds, or motorcycles, etc.) that would help them figure out what is necessary to effect that cut (such as shown in FixitMike's image).
