Hello,
Will the program create a holding tab and when all cutouts have been made come back and cutout the tabs?

No. The point of adding tabs is to keep loose pieces from flying around. They need to be cut off manually after the CNC work is done. I use a small Japanese-pattern saw.

A different approach that accomplishes something similar is to use a technique called onion skin. Cut everything out leaving a thin skin of material. For example, if the material is 3/4" thick, leave .03" or so of material uncut, or whatever works for you. Then do a second cutout toolpath with 1 pass cutting all the way through.
