Not sure what you're showing in the picture. The error displayed is an error with the editor you're using AFAIK and nothing to do with VCarve. The highlighted number is the Tool number.
The most usual cause of getting a feed rate wildly different to what you expect is the wrong units being selected in the drop down next to the feed rate/plunge rate.

The screen shot, as Adrian points out, is a tool number you've selected for this operation. The line looks perfectly valid for Mach3, however, the rest of your statement includes a reference to Mach4 and it's not clear that the Mach3 post processor is valid for Mach 4. Do you know that it is?
This second part, as Adrian also points out, has absolutely nothing to do with the screen shot or with VCarve, as far as I can tell with the provided information.

Just to add to what has already been said, is Mach4 set up for spindle control? I have no experience with Mach4 (or the machine you have) but have used Mach3 & UCCNC. Both of these would not control spindle speed right out the box. Both of them required additional hardware & then setting up correctly before you could control the spindle speed from within the software
