stacking text and traced bitmap

I am trying to stack text and a traced bitmap. When I try to create a pocket toolpath between border and welded image I am getting a profile toolpath even though I am using the pocket icon. What am I doing wrong?

Perhaps nothing went wrong. If the space available within the pocket is twice the diameter of the tool it will look like a profile toolpath but in reality is a pocket toolpath.

The attached crv is a sign with a stacked text and a bitmap trace. I cannot get the pocket toolpath to work. It is acting like a profile toolpath. The components are in the layers. The "Everything" layer represents a simulation of what I want to accomplish. HELP!!

There aren't any toolpaths in the CRV file. Post it with toolpaths, else it's wild guesses.
