Can Vcarve Pro do this?
I have a picture attatched. Its a slight cup in a piece of wood with a fish. Can someone explain how this is done?

I could explain but I won't, probably not do a very good job & confise you even more 
This is an old tutorial so things might have changed a bit, might be worth checking through the latest tutorials to see if things have changed.
