I have tried the following test pocket and you can see that the letters are not cleared well at all. Specifically, look at the "N"s. I don't know what might be going on. The letters look fine otherwise. This was cut with a 1.5mm endmill and pass after pass is exactly the same.
Any suggestions?

Sorry, can't open it as it is a V9 file. So, I'm only trying to guess.
Is the actual mill the same you used in Vcarve?
Did you check the "Use larger area clearance tool" option without actually using a larger tool?

Use larger is not checked and its the same tool I have defined in vcarve.

Use larger is not an issue at all.
1) the 1.5mm end mill is too big to fit in all the areas. Some areas - particularly in the N's is smaller than 1.5mm. A 1mm end mill would work. BUT
2) Something is seriously wrong - but not with V-Carve. V-Carve file is fine - except for tool size.
3) It appears that there is something loose in your machine. Spindle, tool collet, router bearings, backlash, play in the guides.
4) maybe the feedrate is too fast for your machine, try going a LOT slower just to see what happens, but the 1.5mm is still too big

If you select toolpaths dropdown and then select toolpath drawing and click on “make 2D previews solid” you will see the areas that the 1.5 mm tool won’t fit in the 2D preview screen . They will be white and the actual area that the toolpath fits will be blue.
That being said I agree with Leo that something seems to be wrong with the machine. The preview looks good on my program except the area where the tool doesn’t fit.

have you double checked the size of the bite that you are using? Maybe it isn't actually a 1.5mm bit and that is why it isn't clearing all the material. I would check the size with a caliper to get the exact size.

Looking at how poorly formed the letters are I'd say you're pushing the bit way too fast for the material.
