I hate to ask such a simple question on here but I want to put an 1/8" circular screw hole at each corner positioned 1/4" (45degrees) in from each corner.
I am sure I saw a video somewhere, whereby I can snap to a corner and specify how far in I want it but I cannot find it. What is the best way to do it?

I don't know how to do it in one step but I would offset the rectangle inwards by 1/4" then add circles at each corner. You can also place a circle at each corner then move them. It's a slow method if you have a lot of holes to do. Last, make use of the mirror function for symmetrical shapes to flip about lines (center lines of the rectangle) .

I'm not an expert here, but one easy way is to use the Offset Selected Vectors icon and create a new profile 1/4" inboard of your existing.
Then you just use the normal Circle icon to snap to the corners of the newly created profile.
