I'm trying to import a line drawing of Idaho to edit and prepare for a profile toolpath with VCarve 9.5.
I tried to look at the tutorials on this subject, but for some reason I can't open any of them. Not sure
what is going on, any advice?

I would recommend that you search for a "vector map of Idaho state" rather than using a bit map (jpeg). It will be a lot easier to use.
As far as your problem importing the jpeg file, we need more information about how you are attempting to do it. Are you using the import bitmap tool (On the top line of tool icons.)? Did you first set up the new file with material dimensions? Are you able to import other jpeg bitmap files?
Or is your problem opening the tutorials? I could have misinterpreted your question.

Another consideration is that an "open" image where there is just a line for the border of the state will produce will produce two vectors (one on outside and one on the inside of the line).
If you do use the trace bitmap method (perhaps for the experience of doing so). YOu might want to look for solid colour representaion of Idaho. Or, an "open" one as this but use a paint program to fill the inside (FixitMike posted an post about that).
In either case you would also be better off finding higher resolution (one whose X and Y dimensions are more than the 500 or so the current image is).

Thanks for your responses! Taking adze's advice, I found a solid drawing, used the import bitmap tool, and was able to generate a toolpath to cut an outline of the Idaho map I was looking for.
I still can't open any of the tutorials, but I found a workaround by downloading a current trial version and opening the tutorials there.
