Can some one tell me how to create a wavy flag using Vcarve Pro

I can't help with making one from scratch, but you will find tons of files for download on the net. Start with the Vectric Design and Make site. There are very good ones there that you can be confident will work with VCarve.

Making a wavy flag from scratch would require Aspire.

This is what I use for the background. This works for any flag.
