You may get this if you are using a VPN. The IP address issued by the VPN program was "block" due to someone or something trying to take control/access of the Vectric website.

I don't use a vpn so that wasn't it.
when that screen popped up, I couldn't get past it.
So I shut down and reopened and it worked.
I'm to dumb to understand why someone would get pleasure out of doing that sort of thing.

I'm at a loss as to why you think that "someone" did this. Most likely it has something to do with the way your internet service provider chose / chooses IP addresses, and that's all done dynamically. Probably why shutting down fixed it.
