My goal: take pictures of a person, then process them to make a file which I can use to cut multiple slices of plastic which will be assembled to make a full size dressmakers dummy.
What software or sites will work for this? Free would be best.

It can't (currently) be done (that i know of) with a single photo.
A photograph simply doesn't have ANY 3D information in it. Our eyes have massive experience at assuming something is 3Dimensional when looking at a flat surface. So far, nobody has been able to mimic what we in our minds can extrapolate from a single photo. There isn't any depth information whatsoever.
There is a technique that takes two photos from very specific distances from each other and the subject, triggered at the exact same time, and then a bunch of math is done to work out some depth information. And even this is fairly limited, from my understanding. I'd have to google it, but I have heard mention of this type of software a couple times.
There's also a 3D scanner industry out there - lots of devices that do this. They're not cheap, though, and it sounds like you're looking to save money. They're among the more accurate methods of generating a 3d model of a person. The person has to stand very still, though. It's kind of a laborious process, from what I've seen, and still needs a little cleanup afterwards.

Vectric used to have a "Lab" that used a video game motion controller to create a file for 3D modeling. However I can't find the link to the Lab now. I wish they had followed up on completing that. Maybe with all of the money they are making on the new Aspire upgrades they will re-approach this.

I did do a Google search on "Convert photos to 3D models" and got a lot of possibilities. But I don't feel qualified to figure out if any of the results will work for what I would like to do.
It does appear that there are sites to which one can upload multiple photos and convert them to a model. I'm wondering if anyone has use any of them successfully and if they would work for what I want.

If you only need to make a dummy, Autodesk's 123D Catch will get you close enough.

Depending on the amount of detail you need you could use autodesk 123d make. Or you could try Agisoft Photoscan, the more photos you take for Photscan the better.
