I used 3D Machinist to carve a 3D file I downloaded from 3D Vector Art.com. The file is view A that when complete, should be proud of the work surface. I ran the tap file, but the carving left the waste material on the perimeter of the carve and I don't know how to get rid of the perimeter waste material. So, my carve resembles 3D Vector Art.com view C.
Can someone plz tell me how to get rid of the perimeter waste?

i am guessing that you did do a a cut out tool path which is on tab 5.

The A format files are designed to be cut out if using Vector Art 3D Machinist alone, the cutout operation will remove the waste material. If you want to machine away an material around the model (for example to leave a flat square surrounding it) you would need to save the file and import into Cut2D or VCarve Pro to do that as a 2D machining operation.
