I don't use Rhino myself but when exporting 2D from other packages I always go for the EPS/AI/PDF option as it seems to work much better with curves.

Have a look at the files from http://www.vectorart3d.com

You can import those directly into Aspire and cut them without any need for sculpting etc.

Sounds like you might have files from http://www.vectorart.com They are files for VCarving and profile rather than 3D machining.

The surface being level with a spirit level doesn't mean that the Z is at the same level though. If you zero the Z at any point on the table you should be able to move it anywhere with it staying at exactly the same zero all over. Levelling the surface using the machine ensures that happens. I think you've got another set of vectors around the outside of the ones that I think you need (I don't do a lot of printed circuit boards!).

I've attached a file of how I think it should look for cutting with a pocket toolpath.

Have you surfaced your spoilboard/table surface using the machine? Sounds like the Z isn't plumb in relation and/or the surface isn't level.

Try the "Mach2/3 Arcs (inch) (*.txt)" or the metric equivalent. The ATC one is for use with an Automatic Tool Changer although it can be used with manual tool changes if your Mach3 configuration is set for that. You could always go for a kit instead of doing one from scratch. That's how I got started and I knew absolutely zero about CNC when I built it. I think I learnt far faster and much more in depth than I would have if I had started with an off-the-shelf machine.

Hard to say without being able to see the pictures but you're almost certainly going to be looking at Aspire for creating/machining those.

Click on the Post Reply button. Look at the section headed "Upload attachment". Click on the Choose file button and find the file you want to upload (the .CRV Vcarve file itself rather than the toolpath file is the most useful). Then click "Add the file" to add the file to your reply.
