I would not do that as a rotary job. I think that is a better candidate for segmenting and slicing. You may wish to review how the bit is mounted in the collet. I would expect more clearance between the cutting portion of the bit and the collet nut. The shank of the bit should not go past then top of the collet.

WinCNC responded and explained: The small green box to the right of the A axis position indicates a material offset. The L28/L28.1 restores the machine zero but doesn't clear material offsets. You can remove that offset using a G92.1A command and that should get the L28.1 command working as expected...

A few more test show that sometimes it works, sometimes it sorta works, and other times it completely messes up.

I'll keep experimenting.

I repeated the first test I did and now it works. Maybe L28.1 just needed to warm up.

Experimenting with L28.1 on my WinCNC 3.1.00 setup did not behave as documented. Vectric's wrapped method of rotary machining does not support machining below the centerline. Depending on the design it may be possible to do this with 2 or 4 sided machining, perhaps in conjunction with a rotary job. Automatically resets any rotational axis (type 4) to corrected angle between 0° and 360°.

One approach:
In node editing change any arcs to beziers. Change any points to smooth points. Drag the handles of the beziers as needed.
