Bob's right on the money.
Your line spacing must be more tham 100 percent or won't work. 120 is a good starting point. Photovcarve need the lines left by the spacing to create the picture.

The secret is to cut close to the grain not cutting across the grain as it will chipout.
It looks better if there is some angle to the cut but keep it shallow.
Seal the finishes cut before staining.

VCarve Pro is not designed to do photo's. It can VCarve line drawings and letters as you have already worked out. It can also convert a line drawing to vectors but that is it's limit. Where you have seen a photo done in VCarve Pro it was imported from PhotoVCarve which Vectric make for this purpose....
