Did you check the "Link XY" box when you used the resize tool? It has to be checked if you want to maintain proportions.

If you are scaling the design the same proportion as the material, this can be done in the at the same time in the Job Setup. Simply check the "Scale design with job size" box.

Can You post the .crv files for your project?. We need to see the toolpath and tool information.
I'm a little confused as to why you are using a pocket toolpath for a VCarve (Zank) inlay. When I did them, I used only the VCarve toolpath for both the male and female parts.

Since a VCarve toolpath uses only closed vectors, you could use the pocket toolpath, providing the tool selected will fit inside the "pockets". To be sure, one could offset the vectors outwards far enough that the tool will go inside. Of course, any inside corners cannot be cut tighter than the tool...

How I would do it.
1. Select vectors with a click-drag right to left.. (Selects everything the selection box touches.)
2. Use the "Move selected objects" tool to move.

Toolpaths that allow you to specify a clearance tool will automatically do what you wish. Look at the Help- Help Contents for details on the toolpath you are using. Inside a pink border means that it is a bitmap (picture). You have to trace it or otherwise add vectors so you have vectors to follow with a toolpath.
At least that is what happens when I do a copy and paste of an image into VCarve..

.If you add "vector" to your internet searches, you are more likely to find files suitable for use.
A similar approach will improve searches for 3D models.
