You could try here:

Kind of low res but increase pixel count and apply a Guassian blur. You'll need Aspire to turn into a component. Then increase Z and add smoothing.

Yes. Only problem I've seen with cutting boards is warping with only one side being cut. Probably depends on the brand (quality) of cutting board. Also PP tends to be more "fuzzy" than HDPE.

Cut your reverse design in HDPE with the CNC and use that to emboss.

Do you possibly have depth too deep? (Below)

Or is it a 3D component to give a texture? In that case the roughing tool path has an allowance setting that keeps the cut above the actual component; the finish path cuts that allowance away, but only down to the component itself, not below it.

Try using a Raster finish cut rather than an Offset.

I don't have Cut 3D, but as no one has answered you, I'll take a stab at it. Select the out line vector of your bowl, then generate your toolpaths. If Cut 3D allows a "zero plane" be sure to use it so you get a smooth top edge at the material surface.

You can use a pic of heavy wood grain and turn it into a component, or use the stock wood textures in the included 3D clip art.

It's going to be difficult to V-carve this as the eagle is a hodge podge of vectors.
Profile on vectors gives marginal results. A better original would help you a lot.
