A lot of times your machine needs to look ahead far enough to plan the CV out better. In Mach 3, in general config, set your look ahead lines to 200, to start, I run 400, it depends on your machine. In your general config settings, make sure that the distance mode is absolute, and the IJ mode is inc. Also turn your look ahead lines to 200 or even 400 if using a smooth stepper. I also try to do the finish cut across the grain of the wood, or at an angle of the grain, helps eliminate tear out on the small details.

In your snap settings turn off your grid option, if your grid option is checked, the measurement can connect to a grid instead of what you are trying to measure.

I think what you are seeing is that the machine is not doing a full M06 tool change, because the tool number is the same, and because of this there is a conflict of changing feeds and speeds mid cut. Since you did not change a tool, the machine wants to keep the same feeds and speeds. I do the same ...
