As 4D said, the VCarve toolpath with a small diameter clearance tool will work fine. You don't need the offset vectors for it. The material here is .500 thick, so this toolpath cuts through it. (For the picture, I double clicked on the loose center to remove it.)

I don't think pairing is necessary. The only time it might be required is for gears with only a few teeth, and then design can be quite complicated. Gears are not designed to be ran with the tooth running against the bottom of the gullet and should always maintain a clearance value to avoid the tooth pinching or binding. This is not as popular subject as the Zank inlay, but the Gear Gadget on the Vectric site has some problems. The primary one is that it does not take into account the radius of the cutter. The gadget result has sharp inside corners, which if not cut out can cause interference with the mating teeth. ...
