I do it by using a half circle instead of a full circle.
But someone who does a lot of this may have a better way to do it.

OK, it looks like this issue has been resolved. Until someone else thinks that just because they are installing a rotary axis they should check the box that says "Axis is Rotary". Yes, you are missing something. STL files do not include vectors, that is why you have no vectors to select. Simple as that. Are you creating the STL file or downloading it from online? For Solidworks you can extract the necessary 2D curves (vectors in Vectric parlance) by making a plan view drawing (.SLDDRW)—use an empty template, not one with information boxes, etc. Then export the result as a DWG file.
