FYI, VCarve can handle this job if it is just a matter of slicing. I'm curious why you are looking for others to generate toolpaths rather than learning to do it yourself. One approach:
In node editing change any arcs to beziers. Change any points to smooth points. Drag the handles of the beziers as needed.

but that does not seem to be the case Can you give us more detail? What is or is not happening? Is the control software throwing an error? Does it carve OK with just a single tool? Does it just have problems during the tool change operation? Have your tried the Mach2_ATC (inch or mm) post processors?

Based on input from Milo Scott I think I will use TOOLPATH_NOTES rather than TOOL_NOTES. TOOLPATH_NOTES are entered on the Toolpaths Summary (estimated times) form. Because of the direction of the movement through the material compared to the direction the bit is spinning.
