On a model that simple just create it, a good way to learn the software.
It will cut faster than 3d toolpathing (rough and finish).
The image you show could be done with pocketing and profiling and if you want to get fancier a moulding toolpath.
The training videos will show these too.

My CNC will give me an estimate of the time before I cut. Then it will give me the actual time after I cut it. The 2 times are usually with 30 seconds of each other. These are the best way if you are using the time for estimates for calculating cost of a project. I have to ask the machine for these ...

Under toolpath Summary what is your Scale Factor set to?
I don't have a rotary, but would imagine it is different that 2d 2.5 d and 3d times.

Its a spindle not a router, spindles are meant for longer runtimes. There are people out there with routers that would run this file w/o even thinking about resting their router. There is no one good value for any tool in the tool database. Depends on your machine , material being cut , size of threads , tool path type and how aggressive the operator is . My guess is your geometry for that bit doesn't match the actual bit.
That is why you don't see it in the preview.
Because it is taking more off means your bit is larger than you told it in the tool database.
