If you did a google search for something like "dovetail creator vectric" then it will take you to the V9 download page not the V10 download page. You need the V10 version to work with V11. I know. That is the only difference between the V9 and the V10 gadget. The code for selecting the tool in the V9 version won't work with V10 so until you get to the stage of pressing the Select Tool button it will work fine.

You've installed the wrong version of the gadget. You will get an error message like that if you try to use the V9 and earlier gadget with V10 and later.

I don't usually open them that way but I've just tried it and, allowing for the second or so to actually load Aspire up, it's the same time to open that way or import into an existing job for me.

You can put all sorts of information into the post processor such as the toolpath name, tool name, number, material thickness, z-zero setting etc etc. The full list of variables is available in the Post Processor editing guide on the Help menu. Is it the same file you're trying to open? I haven't noticed any difference when importing dxf files.

Depends on many factors such as what you have the Start At options set to in the Profile toolpath. Generally with a simple, single shape like that it will start cutting where the start node is. You can put them anywhere you like, even undocked and floating around. Back when I used to run two monitors I had all the tabs open permanently on the 2nd monitor with Aspire taking up the whole of the 1st monitor. The one thing you can't do which would be useful is to stretch them out horizontally ...

Depends on exactly what you want to do. There are multiple export formats for the vectors (drawing) on the file export menu.

For the toolpaths you can export the preview in bitmap formats via the Save Preview Image button or corresponding menu item.

The primary use for them is in toolpaths as they are evaluated when the toolpath is calculated so you can use a document variable for, as an example, a start depth in multiple toolpaths and then only have to change it once and click Recalculate All rather than having to change it in every single too...

Assuming that you don't actually have Aspire running perhaps it might be your virus control software holding the executable open? Odd that a reboot didn't clear it though.
