I just upgraded computers so hardware is not the problem. I've got 16gig of ram in the new computer, I7 processor, checking task manager shows I am only using 25% of memory. The circles are what happens when you do not chuck up a flat end mill to cut your texture toolpath. The endmill I used was slightly concave on the end.

Check your stepover setting. I usually run 8 to 10 percent on a 3d finish toolpath.
