You may wish to review how the bit is mounted in the collet. I would expect more clearance between the cutting portion of the bit and the collet nut. Yup! CNC 3D Carvings take time in order to produce a quality product. You could do a 3D carving with a 50% Stepover but the Quality of the modeled Carving would not be Visually Acceptable and it would not take as long as an 8% Stepover Modeled Carving. If I am not mistaken those areas on a rotary axis at some point during rotation would be considered Undercuts so the preview Simulation may not show that area correctly. I could be wrong too that has happenend in more cases than I can remember.
