The DXF vectors do not know that they are Inches or mm, just their value. A 7" Square in a DXF file only knows that it is 7 units, and when importing that into a MM project, it will just assume that it must be 7mm. It mostly depends on the design itself for the best way to deal with such issues.
If you would like to upload your .CRV file for the project in this case we should be able to suggest a process to help here that you can then carry over to similar cases in other projects.
