I don't have V-Carve 8.5. I do have Aspire 8.5. When I load your file into Aspire 8.5 then re-calculate the pocket toolpath it does add that last interior profile pass. Someone with VCarve 8.5 will need to try your file. It works as you expect it to in Aspire 8.5 Thanks 4D thinker. Very interesting...

I have used VCarve Pro for many years and recently upgraded from 6.5 to 8.5. For some reason I cannot get the Last pass to work when using Raster pocketing. The only comment I would make is to be aware that just because it says it is 60 degrees on the packet it may not be. In Cut3D on page 2 put a tick in "Use Model Silhouette"
It will machine around the model instead of the entire stock.

To figure out the cause of lost steps will require quite a bit of info from you but as a general rule of thumb I would look at the motor tuning settings for the Z axis to start with. In aspire you can use tiling to cut the part in 2 or more pieces.
I was reading about this yesterday and it looks pretty simple.
There is a video tutorial on doing this.
