The answers to your questions will lie in what features your controller has regarding ATC tool handling. Most of the hobby grade controllers will only allow a fixed number of tools, for example 10. This burning issue can be reduced or even eliminated by using a more advanced controller that has velocity compensating PWM for a laser. Higher feature controllers like the Centroid Acorn and others have the ability to reduce the laser's power during accel, decel and start/stop.
