Yes, You can draw vectors and split the component apart into separate components so that they can be rearranged as needed.

I've been making small wood signs for a few years. Most are 7" x 12". I get most of the wood from a local lumber yard, Lowes or Home Depot. I usually use red oak or cedar. I know the current version of Vcarve has a function called "tiled toolpath", but I don't recall what version that was rolled out in. That function has what you need.

While I don't plan on detailing out the whole process, and I am sure there are many ways to get there...here is the broad strokes for what I did for my last two sided bowl. The short answer is yes. You can create a component from an image. BUT...if you plan on making a detailed relief of a face or some other complex model, you will have to do some actual modeling. Not just convert an image.

I set up another 24" diameter sign with a faux sandblasted look. Maple blank with the top surface painted black prior to carving. Looking at the image it does not look like you actually previewed the profile toolpath. Without doing that, there is no waste material. Maybe I am wrong but that is what it looks like...
