Draw circles - size does not matter, but you have specified .062. The drilling toolpath only cares about the center of the circle. Select the circle and the drill go to the center.

I use a lot of TBN cutters. For the cutter you have the shank diameter is .250 BUT the part of the cutter that will be doing the cutting is .8 mm. I have cut metal throughout my career and I am happy to be able to cut soft metals as needed. I have even cut soft steel from time to time. Small cuts in the steel.

Rcnewcomb - that is awesome Jimcad, you would need to have an additional axis drive built into the control box to drive the fourth axis - generally the "A" axis.
