One can find an SVG or PDF file of the flag quite easily. One such example is here.

There’s G-Code Ripper. It’s been able to convert g-code paths to dxf for close to 10 years now.
When I first saw that ability I thought cooooollll but, tellingly, in 9 years I’ve never found a reason to use it.

Or, since the top of the arcs are flat (at at the material top) anyway only use a 3D finish toolpath on the slopes. Then use a 2D toolpaths to drill and counterbore the holes (or don't if they aren't needed).
For that matter the slopes could be moulding toolpaths.

Seeing "the tool" depends much on the scale of the project and the toolpath preview resolution. A 100x100mm (4x4 inch) project will show the tool quite large. A 96x48 inch (2440x1220mm) won't. At standard resolution and a large project the animation might be too quick to see the tool. At 25x it migh...

When you say “open 10.5 and 11” how are you “opening” them? In 11.5? In their native versions? With an SQL viewer?

I see no problem. All is behaving as I would expect. You have drawn 2D circles and hidden the layers that they are on. How is the act of drawing those circles and hiding their layers supposed to affect the 3D model? As far as the toolpath goesit doesn’t appear that the 2D circles on the hidden layer...

Yeah. It’s really unclear what you are looking for. It took me a bit to figure out is was a “slope”. There were also many 1/8-s didn’t add up. If your slope is going to be as you’ve started with the moulding toolpath then you are going to need to create 30 toolpaths. I stopped after 4: slop.jpg ...

breaking apart the vectors into smaller areas by selecting them and using the move tool to shift them away from the rest of the drawing Rather than physically moving them away and moving them back how about using “Move to layer” to put them in a temporary layer. Turn the other layers off. Edit them...

Setting them as radiused end mills would be quite convenient. But I'd probably enter one as a form tool only because, in my experience, the curved portion of the bowl bit is generally not a 1/4 circle. It's more like a 1/4 of an ellipse. The same holds for most round-over bits.
