Screen Settings
This may seem like a very basic question, but I just cannot seem to figure it out, is there a way/setting to see both the "Drawing" and the "Toolpath" at the same time on the screen?

On the Toolpath tab you can click the pin and the toolpath tab will stay there til you click the pin again. If this is what you're meaning.

You can also use the Page Up and Page Down keys to split the views. Double click on a window header to return to normal.

If you're looking for something like this, click on the stick pins in the corners shown by a red arrow. They will toggle from "automatically hide" to "stay in place".

Guess we need a bit more information on what you mean by Drawing and Toolpath. Some are assuming you're talking about the tabs and others are assuming you're talking about the 2D (Drawing) and 3D (Toolpath) windows.
