Help with Moulding Frame

I am trying to make a simple frame using a moulding profile. I have done this previously but with this particular profile, I cannot for the life of me get it to work. It should be relatively simple and I even went back and watch the Vectric Moulding video and tried it with his frame example and it wouldn't work there either.

I would appreciate it if someone would take a look at this and see what I am doing wrong. If you can get it working please explain what you did and upload the correct file for the example so I can learn from it.

Your profile needed to be just the top of the section view.
The interior rectangle needed to be an even offset of the outside perimeter by the width of the profile.
