How to cut multicolor engravable polymer

I am new at cutting King Color Core which is a multi color polymer. I have tried numerous times without success using a Onsrud bottom surfacing 1/4" double flute upcut # 66-314. I keep getting swirl marks on the cut. I am cutting a fairly wide about out. It is red/white/red. The white is showing the swirl marks. I use VCarve Pro. I set the rpm at 15000 and 180" per minute. The stepover is at 25%. Any suggestions?

That is the right bit for the job. Is it possible that your spindle is slightly out of plumb?

I agree with Randall.
You might also decrease the step over to something around 10% to 8%

How is the material secured? If it is vibrating, it will leave marks as well.
