cut portion backwards?

cut portion backwards?
when cutting the pattern of a fish #57172 walleye. the router cut the bottom fin that covers part of the tail in instead of leaving it proud over the tail. any idea what causes this? I made no changes to the pattern except to reduce it to 1.250 dia. Dan
