Does PhotoVCarve carve machine relief models?

I am trying out PVC but I can't seem to get good results. When I use PVC I get a nice looking image of my Beagle. But when I send it to my CNC I get very bad results. As seen in the pictures. I can't even tell what it is I just machined out.

The 3rd picture is What I would like to do. Except put the image of the dog in place of the fish. Am I doing something wrong or is PVC not the right software? If PVC is not the right software, can you recommend the right software?

Ideally you need VCarve (to machine existing 3D models) or Aspire (to create your own) but PVC can do relief cutting if it has a picture in the right format.

For a linear halftone, (not 3D):

I use a Carving Max Depth of .05 and a line spacing of 110%. The attached picture was done with a 45 degree V bit.

You need to apply a sealer to the image, and then fill the carved lines with paint. I use black acrylic. Wipe off the excess with a damp cloth. After the paint dries, sand off any excess that is left on the surface. The image will pop out.
