Can i plane down the area around a photo?

Instead of having the picture recessed in the wood, is there a way to plane down the surface area around a picture
so that the picture will be above the surrounding surface?

I have carved a pocket around the place where the picture was and then carved the picture after.

The picture i have in mind is that of a face. How would i be able to plane down the the area outside the curvature of the face?

As Ms Wolffe stated, pocket the area around the picture.
Bitmap trace the picture, then create a rectangle or whatever at or beyond the extremities of the frame and create a pocket toolpath to remove material to whatever depth you desire. Tool change will likely be required.

As has been said you can create a pocket around the outside of the picture & then cut that pocket to what ever depth suits, you could cut the pocket either before you carve the picture or once the picture has been cut. If you don't want the pocket depth to be any deeper than the lowest part of your picture then cut the pocket to what ever depth you use as your max carving depth in PVC.

Import the PhotoVCarve file into Cut2D/VCarve and create the pocket there.

I imported the pvc file into CUT2D..
It is cool how you can physically see the toolpath and magnify it so you can even see the "little dots" being carved out.

Question: Is the size of the pvc photo toolpath the same in CUT2D as it was in PhotoVCarve?

Question: How to I get the "trace" around the photo so I can make the pocket.... is there a setting somewhere to do it automatically or would I manually make nodes and connect the dots?

Question: I know this will require a tool change ... first create the pocket with an endmill and then carve the photo with a V bit.
On my machine I have to run as two separate programs... run program for pocket ,stop, then change bit, and run again for photo carving.
This will require that my zero point is the same for both mill runs. Any advice /tips on how to get this as "exact" as possible?

Question 1:
If you set the material size the same in both programs, then the photo should be the same size.
Question 2:
I haven't got the faintest idea :(
Question3:
Set a Z0 on the material, outside the picture, (just as a reference point), after changing tools go to the Z0 point and set the height on the new tool.
